Agenda Item #42 Item Title D-1 Draft and or amend applicable CCSB Policy(s) governing the Clay County School Board (Item submitted by Mrs. Graham) Issue/Rationale The role of the School Board is to give clear direction for policy revisions to the Superintendent of Schools. This Board should develop clear criteria among the 5 elected board members that ensure that the superintendent and staff recommendations are a part of any policy revision of new policy prior to advertisement of said policy to the public. Additionally, this would ensure nothing comes close to School Board member roles spilling into Superintendent areas of operation or vice versa. 1. Board member brings up new idea. 2. Cleary articulates desired outcome of new policy to the entire Board in a public meeting. 2. Gains consensus of the majority of the Board. 3. Board, by majority consensus directs appropriate review by Superintendent with desired time frame. 4. Superintendent brings back recommendation for review, revision, and advertising. If the CCSB follows this long established practice, currently not in policy, this would allow for cohesiveness, open discussions and allow all Board members to have a voice before the policy is created prior to the meeting. Recommended Action Give direction by Board consensus to the Superintendent to bring a policy to the Board that accomplishes the aforementioned goals. Financial Impact This will ensure valuable time will not be wasted by the board attorney or district staff until the full weight of the board is collaboratively behind any proposal of a single board member.
