July 18, 2013 - Regular Meeting Agenda Item #51 Item Title D-7 Appoint one School Board Member and one Citizen Member to the Value Adjustment Board (Mrs. Studdard) Issue/Rationale Florida Statute 194.015 requires that each year the School Board appoint one of its members and one other citizen to the Clay County Value Adjustment Board.  The citizen member must own a business occupying commercial space located within the school district, may not be a member or an employee of the School District, and may not be a person who represents property owners in any administrative or judicial review of property taxes.  The VAB will meet in late August or early September to choose special magistrates, reappoint counsel and certify the tax roll.  It is anticipated that the VAB will meet again in January or February to review the special magistrate findings on the petitions.  It is possible that the VAB will also be called upon to adjudicate disputes arising from the valuation of the portability of assessments.  That would be a separate meeting.
