Agenda Item #35 Item Title C-34 Renew Contractual Agreement between School District of Clay County and Challenge Enterprises of North Florida, Inc. to serve ESE 3-5 year old PreK students for school year August 24, 2009 to August 13, 2010. Issue/Rationale The Contractual Agreement will enable the School District of Clay County to serve the low-incidence eligible ESE preschool population at an existing non-public school site with certified InD, OT/PT, S/L personnel. The site, Lighthouse Learning Center, is recognized as in compliance with SBR 6A-6.0361,FAC, and is monitored by the ESE Supervisor and Designee. This contractual Agreement has continued for several years and has proved very successful for identified InD, Autistic and Developmentally Delayed ESE preschoolers and their families. To serve the low incidence population of Intellectually Disabled eligible preschoolers, the School District of Clay County enters into a Contractual Agreement with Challenge Enterprises of North Florida, Inc., Lighthouse Learning Center, to provide programming for those eligible students on the Lighthouse Learning Center site. The School District of Clay County will pay Challenge Enterprises of North Florida, Inc. per each child and provide transportation for those educational services. The School District of Clay County will also provide funding for supplies and therapy. This Agreement allows the School District of Clay County to serve eligible preschoolers of the low incidence population without the impact of additional building, equipment, and personnel. The Agreement also provides for supplies and funding for extra Assistants. Recommended Action Approve Contractual Agreement as submitted. Financial Impact The projected cost of implementing this Contractual Agreement is about $400,000.00, including IDEA and Medicaid funds. This compares to the School District of Clay County providing the classes in a public school for an equal amount. Clay District Schools collect FEFP FTE and IDEA funds on each child. The contract reflects the Matrix services needed so that it increases cost per Matrix increase.
