March 27, 2007 Special Meeting

Call to Order
1. Attendance
Minutes: Present:  Carol Vallencourt, District No. 1; Carol Studdard, District No. 2; Wayne Bolla, District No. 4; and Lisa Graham, District No. 5.   Charles Van Zant, District No. 3, has taken a leave of absence.  Superintendent David Owens was also absent, attending a meeting in Tallahassee.

2. Guaranteed Maximum Price for Elementary School "W"

Minutes: The Elementary "W" school site is located on the east side of Oakleaf and will house Grades K-5.  The total GMP was presented at $22,688,707.  Jim Connell, Director of Facility Planning & Construction briefly reviewed the floor plan.  The cost per square foot is $177.55.  Once approved, actual construction will begin in two weeks, with a planned opening date of August 2008.  The school is planned for 862 permanent student stations and prep work for 16 portable sites.  The student enrollment is projected at 914.  Mr. Bolla expressed concern about the district's inability to build a school with no portables.  Mr. Elliott explained the guidelines set forth in Clay's Educational Facilities Plan.

Approve the Guaranteed Maximum Price proposal for Elementary School “W” dated March 8, 2007 from Skanska USA Building Inc. Upon the approval of the GMP proposal, this document becomes part of the Construction Manager At-Risk agreement for the project.- PASS

4. Strategic Planning
Minutes: Ben Wortham, Deputy Superintendent, requested a special meeting of the Board to review the district's Strategic Plan.  The meeting was tentatively set for Thursday, May 10, 2007 at 2:00 p.m. and is expected to last approximately 4 hours.

5. The meeting adjourned at 3:20 p.m.
