The Orange Park Performing Arts Academy (“OPPAA”) submitted an application to open a charter school in Clay County, which application was denied by the Board on January 17, 2013.  OPPAA appealed. On April 4, 2013 the Charter School Appeal Commission granted the appeal and submitted a recommendation to the SBE that they enter an Order  that the application be approved. The most expedient course of action at this time is for the School Board and OPPAA to enter into an agreement which approves the application, defers opening the charter school until August 2014 thereby granting a year of planning, sets forth a timetable for updating the application, completing a contract, and agreeing to other matters necessary to an orderly transition for the charter school and the district.
