C-50 Award Civil Design and Permitting Services for Domestic Water and Sanitary Sewer Force Main Extension from Existing Clay County Utility Authority System to Elementary School “X”
Issue/Rationale
Water and Sewer Force Main Extension is required for service to the Elementary “X” site. The selection was conducted in accordance with Florida Statute 287.055. The project was advertised for three consecutive weeks with The Clay County Leader, Inc. Selection Committee members were Jim Connell – Director of Facility Planning and Construction, Tom Smith – Director of Maintenance, and Carol Studdard – School Board Member.
As a result of interviews and after due consideration, the Selection Committee recommends the following firms as listed in priority order:

2. Mittauer & Associates –
3. Bowen Civil Engineering, Inc. –
Recommended Action
Appoint the top ranked firm, Stone Joca & Associates at a fee of 6% of the construction cost for Civil Design and Permitting services for domestic water and sanitary sewer force main extension from existing Clay County Utility Authority System to Elementary School “X.”
Financial Impact
A cost estimate will be developed upon completion of the design. Funds are available in the Elementary “X” project funding.
