Issue/Rationale

Issue Rationale for bids to be awarded as required per FS 287, DOE 6A-1.012 and School Board Policy

a.  Contract Services For Site Work – County Wide Bid #16-F-223 - Bid established for the purchase of all labor, materials, equipment, and supervision to perform site work that includes ground work, concrete work, asphalt work, etc. on School Board Property County Wide. Fifty (50) bids solicited, advertised in the Clay Today Newspaper, plus listed on our web site for download. One (1) bid was received. The bid states, "awarded to at least two qualified licensed Contractors deemed lowest responsive and responsible bid(s) meeting specifications from low bidder to high bidder for projects anticipated not to exceed $6,999.99. Additionally the awarded Contractors shall be solicited to submit sealed quotes for projects anticipated to exceed $6,999.99 on a project-by-project basis". Bid awarded for projects anticipated not to exceed $6,999.99 to the only qualified licensed Contractor meeting specifications that was responsive and responsible. Projects anticipated to exceed $6,999.99 will be acquired through established purchasing procedures. The single responsive bid was evaluated by the Interim Purchasing Director and was determined that the sole bid is in-line with the current market and based on Contractor's experience and qualifications is in the School Board's best interest. Contract Period is May 20, 2016 through May 31, 2019 and may be renewed for one (1) additional (3) year period. 

b.  Replacement of Bus Wash Bid #16-F-225 - Bid established for the purchase of all labor, materials, equipment, and supervision to replacement old bus wash with new PSECO 12’ Roll Over Bus Wash at the School Board Transportation Bus Compound in Middleburg. Five (5) bids solicited plus listed on our web site for download. Two (2) bids were received, and three (3) non-responsive bids. The vendor awarded is the lowest responsive and responsible bidder meeting specifications. Contract Period is May 20, 2016 until complete. 

 



Recommended Action

Award bids as follows:

a.  Contract Services For Site Work – County Wide Bid #16-F-223:

     Recommend award to:

·       Jeff's Excavating Inc, P.O. Box 456, Green Cove Springs, FL  32043

b.  Replacement of Bus Wash Bid #16-F-225:

     Recommend award to:

·       F & G Construction General Contractors, Inc, 2734 Edison Avenue, Jacksonville, FL  32254



Financial Impact

a.  Contract Services For Site Work – County Wide Bid #16-F-223:  Contract Term Estimate $300,000.00 

b.  Replacement of Bus Wash Bid #16-F-225:  Estimate $116,000.00
