May 2006 Regular Meeting Agenda Item #30 Item Title C-35 Authorize contracting for speech clinicians' services from outside providers at a rate not to exceed $75.00 per hour during the school year 2006-2007. (Revised) Issue/Rationale Because speech services are needed as Individual Educational Plans are developed, you can't predict the exact amount of services that are needed and the Board is experiencing a shortage in Speech Clinicians.  Allowing the Director of Purchasing to contract for additional services as needed, will prevent the district from having students waiting for services for an excessive amount of time. Recommended Action The Superintended recommends approval. Financial Impact The cost should not exceed $75.00 per hour.  Any greater amount shall require Board approval.  Federal Laws require that Speech and Language services be available even though the Board experienced vacancies up to over 10 therapists in recent years.  This is primarily due to high salaries in the private sector, lack of scholarship support for the local MA program (Nova) and the lack of a program at UNF.  Speech Clinicians must be enrolled in a MA program.
