This is a contract to continue to have a private consultant work with the ESE Department on training personnel, incorporating new rules and laws, and complying with State and Federal mandates.  He assists in developing forms and procedures specific to Clay County to prepare for audits, mediations, and due process hearings.  He meets with staff personnel on site, consults by phone, and at meetings adjacent to state meetings.  As an expert and former State Administrator, he consults with many districts and thus can provide practical advice on implementation of new requirements on a continuing basis maximizing resources to meet new demands.  He prepares sample surveys, newsletters, forms for documentation, a sample A& P manual, and various Grant examples which are critical in preparing our revisions.

Because of the change to the .5 ESE Director, this assistance in monitoring and interpreting State and Federal changes is more critical than in past years.
