| Title C3 - Consider for Approval an Adoption of a Resolution by the School Board requesting the Board of County Commissioners of Clay County, Florida to place a referendum on the ballot for the November 3, 2026, general election for the continuation of an additional one (1) mill of ad valorem millage tax. | ||
| Description The voters of Clay County Florida, in the general election of November 8, approved the renewal of an additional one (1) mill increase of the ad valorem millage tax for the purpose of providing a funding source for increased safety and security measures at each school within the Clay County School District, which measures were required by the state legislature through the implementation of the Marjory Stoneman Douglas High School Public Safety Act. (“the Act”). That one mill levy for safety and security ends on June 30, 2027. The proposed Resolution would allow for the voters of the county to determine whether or not to continue the one (1) mill levy in order to help meet the funding needs of safety and security in all schools, including charter schools, as well as to provide competitive compensation in order to recruit and retain high quality teachers and staff. | ||
| Gap Analysis State mandates for safety and security of schools exceed the existing resources. Additionally, funds are needed to provide compensation that is competitive with neighboring districts and the private sector in order to attract and retain high-quality teachers and staff. | ||
| Previous Outcomes In November of 2022, Clay voters approved the renewed millage to support funding of safety and security in District schools. | ||
| Expected Outcomes Approval of this item will allow the School Board to initiate the referendum process asking the electors to approve the continuation of the additional one (1) mill of ad valorem millage tax. An additional one (1) mill of ad valorem millage tax would provide funding required to meet the statutory safety and security mandates and competitive staff compensation. | ||
