Description

Approve for advertising, amendments to School Board Policy 4.28(C) Chaperones on School Trips.

Gap Analysis
Upon a directive to review this policy - "Chaperones on School Trips" - it was determined that all chaperones should be registered volunteers with the school, whereas, prior to the recommendation an inconsistent implementation of this policy was taking place. In addition, the current policy does not clearly define the ratio of adults-to-students. The recommendation will create a consistent following of the policy and address issues expressed by school administrators and community members. The recommended proposal specifically addresses: 1. Allowable attendees with the chaperone; 2. Appropriate dress, responsibilities of the chaperone, language; 3. Minimum age of the chaperone; 4. Appropriate activities while performing chaperone duties.
Previous Outcomes
This policy has not been revised since 4/18/96. Due to changes in field trip procedures, activities involved on field trips, increased distance and time of field trips, and observed issues surrounding chaperone duties, it was necessary to review this policy and make the appropriate recommendations. The Instructional Division reviewed and created these recommendations in January of 2016 with input from school personnel and community members.
Expected Outcomes
With the implementation of this recommendation, schools will be required to review the number of chaperones on each field trip. This, however, will create a more supervised experience for the students. Field trips involving children have the potential for safety issues. It is expected that a more supervised environment will decrease or eliminate that potential. In addition, a more supervised environment will be a more pleasant experience for the business that is being visited, thus a positive view of the Clay County schools.
Strategic Plan Goal
The implementation of this policy will help the District achieve Goal #6 of the Superintendents' "Transition Plan" - Ensure effective management of the organization, operations and facilities to maximize the use of resources and promote a safe, efficient and effective learning environment for Clay County students. School leaders will communicate with their faculty and staff this policy. In addition, communication to the parents and community should occur demonstrating the goal of the District to ensure the safest possible environment.
Recommendation

That the School Board of Clay County approves the proposed language for "Chaperones on School Trips."

Financial Impact
If schools use volunteers for chaperone purposes, there is no financial impact to the school or District. In cases where another school board employee is required due to meeting the student-to-adult ratio, there is a potential cost due to obtaining a substitute if the person is instructional. Support staff would not require a substitute.
