Description

The process to appoint a Construction Management At-Risk is in accordance with State Requirements for Educational Facilities and Florida Statutes. 

 

Gap Analysis
By appointing a Construction Manager (CM) At-Risk the SDCC will garner added value in the construction processes as well as the final product. With CM At-Risk, the district benefits by having the contractor available during the design process to validate cost estimates and value engineer design details which, in turn, streamline the construction schedule. CM At-Risk promotes teamwork and collaboration during project planning thus improving the owner, designer, contractor relationship.

The district is protected from cost overruns beyond a guaranteed maximum price (GMP).

Strategic Plan Goal
Ensure effective management of the organization, operations, and facilities to maximize the use of resources and promote a safe, efficient, and effective learning environment for Clay County students. SDCC educational facilities should provide top tier facilities that afford teachers and students the ability to reach their highest potential.
Recommendation

Appoint the top ranked company, Parrish-McCall Constructors, Inc. as Construction Manager At-Risk for the preconstruction and construction services for Elementary School "Y" at a fee not to exceed .25% for preconstruction services and 4.5% for construction services.

Financial Impact
The District’s target construction cost is $20,800,000.00. The fee for Construction Manager At-Risk (.25% preconstruction; 4.5% construction services) will be based upon the GMP (Guaranteed Maximum Price) or final cost for Elementary School "Y".
