D4 - Public Hearing to Approve as Advertised Amendment to School Board Procedures Manual for Library Media Services (Media Services) and Procedures Manual for Instructional Resources
Description

The Florida legislature, on March 8, 2022, passed House Bill 1467, which bill was approved by the Governor on March 25, 2022, and was filed with the Secretary of State on March 25, 2022, as Laws of Florida Ch. 2022-21. Said bill added requirements for each school board throughout the State of Florida to amend policies and procedures to further define training for school district media personnel, the review and approval of all publications maintained in the district’s school media centers, inclusion of the public generally and parents of district students specifically in the review and approval of said publications, and increase the public participation in, the transparency of selection of and the website availability of all instructional materials intended to be used by the school district prior to purchase of said materials while noting the objections to specific materials and listing those which have been removed or discontinued The requirements of this legislation take effect on July 1, 2022. The School Board Policy amendments and additions set forth herein meet the requirements of the legislation and provide for further definition and implementation of legislative directions by the School Board and Senior Administrative Staff through the establishment of procedures to review and consider objections to Instructional and Library/Media materials. The attached Policies which are proposed amendments to existing Procedural Manuals provide for and accomplish the legislative requirements.

Expected Outcomes

Approval of this Item will allow the School Board to pass and implement said Procedure additions after the appropriate public hearing. The Policies/Rules have been advertised and are being submitted to the public for comment and to the Board for public hearing and consideration in the manner contemplated by the Administrative Procedures Act.

Strategic Plan Goal

Provide FAPE to all students of the free public schools operated by the School Board of Clay County, Florida in compliance with the requirements of the Florida legislature after appropriately reviewing content of possibly objectionable library materials in an economically feasible way.

Recommendation

Approve attached Policies amendments as advertised.

Financial Impact
Undetermined at this time. It is believed that approval of these Policy/Manual changes is necessary to more economically meet the requirements of 2022 legislation
