Title C25 - Renewal of Employee Benefits for 2023-2024 | ||||||||||||||||||||||||||||
Description As required by State and Federal Law, the Clay County School Board offers insurance benefits to all eligible employees and retirees annually. The Insurance Benefit Renewal document outlines the renewal process for all employee benefits for the 2023-2024 plan year (October 1, 2023 - September 30, 2024). | ||||||||||||||||||||||||||||
Gap Analysis In conjunction with the Third-party administrator, the District and Insurance Coordinator met with all relevant vendors to negotiate 2023-2024 employee benefit renewals. UnitedHealthcare presented a flat renewal and no plan design changes. Lincoln, our life and disability carrier, presented a flat renewal with no plan design changes with a rate hold through September 30, 2025. Kemper, our medical gap carrier, renewed with no increase in premiums and no plan design changes. AFLAC, our voluntary workplace vendor, renewed with no increase in premiums and no plan design changes. Humana, our vision carrier, renewed with a 2% decrease in premiums and no plan design changes. An RFA was presented to the committee for dental benefits. Three vendors were reviewed and United Healthcare was unanimously chosen as our 2023-2024 dental provider. United Healthcare, in comparison with our current dental provider, reflects a 10% decrease in premium. | ||||||||||||||||||||||||||||
Previous Outcomes Employee Benefits are part of the collective bargaining process and are negotiated annually through the District Insurance Committee. Based on the Insurance Committee's recommendations, the Board has maintained an Employee Benefits package that has complied with Florida Statutes and the Affordable Care Act. *Premiums shown are an estimate since the plan year premium payment is not complete.

Expected Outcomes The Board is to approve the Employee Benefits Package per the Insurance Committee's recommendation. The district will continue to maintain a fully insured Employee Benefits Package as required by Florida Statutes and The Affordable Care Act. | ||||||||||||||||||||||||||||

Financial Impact AFLAC, Kemper, Lincoln, and UnitedHealthcare are renewing at no increase over the current cost and no plan design changes.
