Approval of School Improvement Plans for Schools Designated Comprehensive Support and Improvement
Description

This plan is a requirement for Comprehensive Support and Improvement (CS&I) schools pursuant to 1008.33 F.S. and the Every Student Succeeds Act (ESSA). To fulfill the requirements, schools are required to complete a SIP using the template located in the Continuous Improvement Management System (CIMS) at www.floridacims.org. Regardless of designation, all schools have access to utilize this template in their school improvement efforts. 

There are three ways a school can be designated as CS&I: (1) have a school grade of D or F (2) have a graduation rate of 67% or lower (3) have an overall Federal Index below 41%. For these schools, the SIP shall be approved by the district as well as the Bureau of School Improvement. The completed SIP may also serve as the Title I Schoolwide Plan, as the SIP includes all of the required components of a schoolwide program, pursuant to Every Student Succeeds Act, Public Law No. 114-95, § 1114(b).

  • Mission statement of school;
  • Academic data for the most recent three (3) years, if available;
  • Student Achievement objectives included in the charter contract or most recent sponsor approved school improvement plan;
  • Analysis of student performance data including academic performance by each subgroup;
  • Detailed plan for addressing each identified deficiency in student performance, including specific actions, person responsible, resources needed, and timeline;
  • Identification of each component of the school's approved charter application or charter contract;
  • Detailed plan for addressing identified deficiency noted in subparagraph (4)(a)6. Of this rule, including specific actions, person responsible, resources needed, and timeline;
  • Identification of other barriers to student success, with a detailed plan for addressing each barrier including specific actions, person responsible, resources needed, and timeline; and
  • Specific student achievement outcomes to be achieved.

The School Improvement Plans (SIP) are designed to achieve all state education goals, district goals, student performance standards, to address issues relative to budget, and other matters of resource allocation as mandated by Statute and/or School Board policy. Each school may add, at their discretion, goals to address school-specific issues. The School Improvement Plan has been reviewed by the appropriate District level administrators. Once the School Improvement Plan has been approved by the School Board, any future revision, amendment, or other modification will have the approval of the appropriate District administrator and will be made available for review by the appropriate Board member. Academic Services and with the support of the district's Office of School Improvement, will follow up with schools to monitor and evaluate School Improvement Plan implementation and to assist with identifying resources to support schools in meeting School Improvement Plan goals and objectives.

Recommendation

That the Clay County School Board approve the 2019-20 School Improvement Plan for all Clay County Schools designated Comprehensive Support and Improvement.
