C11 - "Navy National Defense Cadet Corps" agreement between the US Navy and the School Board of Clay County
Description

A collaborative agreement between the U.S. Navy and the SBCC for the creation of a Navy National Defense Cadet Corps (NNDCC) at Oakleaf High School for the 2017-18 school year.  Currently, OHS does not have a military program unlike the other 6 high schools in Clay County.  Due to financial concerns of the various military branches, placing a full-fledged JROTC program at a high school was not possible.  However, the Navy agreed to place a NNDCC program at OHS.  This program is a precursor to being granted full NJROTC status.The NNDCC is a military program that provides schools that do qualify for a NJROTC unit an opportunity to provide a similar program that expands a student's opportunities to gain the values of citizenship, service to the U.S., personal responsibility and a sense of accomplishment.

Gap Analysis

The District, through intentional work and collaboration of various departments, will establish a military unit at Oakleaf High School.  The community has a significant number of military families that have indicated the need for such a program.  The establishment of the NNDCC at OHS will give students another option in their academic and career pursuits.

Previous Outcomes

Five high schools have established NJROTC programs.  One school (KHHS) has a NDCC program that is associated with the Army.  All programs operate within the policies of the military branches and SBCC.  In the 5 NJROTC schools, Clay County pays for 1/2 of the salaries while the Navy pays the other half.  The district currently pays for the entire allocation at KHHS and will do so until the program develops into a full time JROTC program.  All programs are functionning at acceptable levels established by the appropriate military branch.

Expected Outcomes

The program currently has 58 students enrolled with the goal of increasing to 75 by August.  The school will employ 1 retired military leader for the program.  Due to the strong military presence in the Oakleaf area, it is expected that the program will be over 100 students within 2 years.  This increase will enable the district to request full NJROTC status within 3 years, if approved by the Navy.

Strategic Plan Goal

This program will enhance the District's goal of providing multiple opportunities to students in the District.  By providing this military program, the District will serve students and families who gravitate to the military training style and values.

Recommendation

Approval of the agreement between the U.S. Navy and the School Board of Clay County for a National Navy Defense Cadet Corps.
