Currently the Clay County School Board, through the Board of County Commissioners, collects the Education Impact Fee for any new homes built in Clay County. This fee is collected at the time the home builder pulls the initial building permit. This upfront cost is a burden on our home builders, who are responsible for a large portion of our county's economic growth.
 

This proposal will modify the collection of the Education Impact Fee by requiring the builder to pay the fee at the time the electricity is turned on and before residents occupy the new home. On average, the electricity is turned on in new homes between 75-90 days after construction begins. This modification will help to offset the burden by allowing the Education Impact Fee to be paid closer to when the house is actually sold.
