Minutes:
- C1 Minutes of previous meetings - no discussion;
- C2 2018-2019 Employee Work Calendar - calendar dates for employees;
- C3 2018 ESE Extended School Year Calendar - services for Exceptional Student Education will be determined by student IEP;
- C4 Personnel Consent Agenda - routine personnel actions;
- C5 2017-2018 Salary Schedule (Minimum Wage increase) - increase of 15 cents effective January 1, 2018;
- C6 2017-2018 Instructional Evaluation System - includes changes to the assessments; added the performance measurement; discussion of how teachers are impacted;
- C7 Permission to advertise Science textbook adoption - committee thoroughly reviewed all available curriculum options from the state adoption list; last science adoption was 2012;
- C8 Out-of-County Student Travel - no discussion;
- C9 Embry-Riddle Agreement - Aerospace program at Keystone, Oakleaf, Orange Park;
- C10 21st Century CCLC Grant Agreement - obligation to have 3rd party review deliverables; Health-Tech Consultants;
- C11 Allocation Changes - principal and secretary for Discovery Oaks Elementary; ESOL Asst due to spike in enrollment at FIH: Superintendent will announce the new principal of DOE after the allocation is approved;
- C12-C16 Monthly Property Reports - routine; no discussion;
- C17 Pre-Qualification of Contractors - routine monthly updates;
- C18 GMP of FIH AICE Testing Facility - construction manager is Thomas May; contract being amended to establish a separate GMP for construction; due Tuesday;
- C19 Final Plans & Specs - no discussion;
- C20 Final Completion of DIS Fire Alarm Repl - no discussion;
Discussion Items:
- D1 Controlled Open Enrollment for 2018 - ten Clay County schools will have available space; eligibility is for school enrollments at less than 85% of FISH capacity; window will be February 9, 2018 through March 9, 2018; all Oakleaf schools will be closed so we can accurately staff for the opening Discovery Oaks Elementary; Superintendent will review agreements with surrounding counties for exceptions;
- D2 HR Special Actions - one possibility;
- D3 Attendance Boundary for DOE - recommending Option 1; community meeting on December 5, 2017, went well; most concerns were safety issues controlled by the county;
Deleted or moved items may result in the renumbering of Consent and Discussion agenda item numbers after the Agenda Review and prior to final publication of the Regular meeting agenda.
Closing Comments and Questions:
- Mrs. Studdard - A settlement agreement will be added to the agenda; agreement was reached yesterday at mediation; -
- Superintendent Davis - Announced settlement of both union contracts: ratification votes will take place with approval at February board meeting;
- Mr. D'Agata - As a precaution, he asked the Board to consider whether they want to hold a public hearing prior to approval of the attendance boundaries item for Discovery Oaks Elementary. The Board felt the community meeting went well and a public hearing is not needed.
- Mrs. Bolla - Asked the Superintendent to review elementary resource class sizes for overcrowding;
