Lexia Learning Systems LLC, A Rosetta Stone Company, is one of the world’s best-known and most highly-respected reading technology companies. Lexia Learning Systems LLC is the author of Core5® Reading and Lexia® PowerUp Literacy®. Research is the bedrock of Lexia’s educational mission. Founded in 1984 with a grant from the National Institute of Child Health and Human Development (NICHD), Lexia’s ongoing commitment to rigorous efficacy and learning outcomes research is central to its pedagogical approach. Lexia’s Core5® Reading Lexia®-PowerUp Literacy® is one of the most rigorously researched, independently evaluated, and respected reading programs in the world.

Lexia® English Language Development™ is an adaptive blended learning program that supports Emergent Bilingual students’ English language acquisition through academic conversations within the Core5® Reading and Lexia® PowerUp Literacy® learning platforms. The program integrates speaking, listening, and grammar in math, science, social studies, general knowledge, and biographies. With Lexia English, educators are equipped with the tools necessary to address individual student needs, reduce the impact of time constraints, enhance their preparedness, and access actionable data to better support student achievement. Teacher-led resources and lessons complement the online component of independent, student-driven learning, helping streamline instruction and ensure teacher effectiveness. 

Student motivation is key for an equitable classroom environment. Lexia English celebrates learners’ achievements, providing encouragement, confidence, and a sense of belonging. Founded on the leading-edge expertise of Lexia Learning, the program boasts advanced technology in speech recognition, meeting students' needs for interactive academic English speaking and listening practice in a variety of subject areas.

Gap Analysis

ENGLISH LANGUAGE LEARNER SUPPORT: There is an identified achievement gap between ELL and non-ELL students. The Lexia® English Language Development™ portion of Lexia Learning Systems will provide personalized, systematic instruction in fundamental literacy skills, with a specific focus on grammar and syntax. The Lexia® English Language Development™ will provide evidence-based practices for supporting ELLs with embedded progress monitoring, extensive vocabulary instruction including academic language and explicit instruction, as well as opportunities for peer-assisted reading, writing, speaking, and listening activities. 

Previous Outcomes
  • Based on district historical English Language Arts Florida Standards Assessment (ELA FSA) gap analysis data from 2014 through 2021, a substantial gap in grade level literacy proficiency has been identified among English language learners (ELLs) and non-ELLs in grades 3-10:  32% gap  (3rd grade), 38% gap (4th grade), 42% gap (5th grade), 45% gap (6th grade), 44% gap (7th grade), 47% gap (8th grade), 46% gap (9th grade), and 46% gap (10th grade).   

  • Based on district historical English Language Arts Florida Standards Assessment (ELA FSA) gap analysis data from 2014 through 2021, a substantial gap has been identified between English language learners (ELLs) who scored an achievement level score of 1 compared to non-ELLs who scored an achievement level score of 1. 26% more of 3rd grade ELLs scored a level 1 compared to non-ELLS, 35% more of 4th grade ELLs achieved a level 1 compared to non-ELLs, 44% more of 5th grade ELLs scored a level compared to non-ELLs, 42% of 6th grade ELLs scored a level 1 compared to non-ELLs, 53% of 7th grade ELLs achieved a level 1 compared to non-ELLs, 46% of 8th grade ELLs scored a level 1 compared to non-ELLs, 51% of 9th grade ELLs scored a level 1 compared to non-ELLs, 50% of 10th ELLs achieved a level 1 compared to non-ELLs.

Expected Outcomes

The expected outcomes include increasing the language acquisition for students at all proficiency bands to improve student performance to master state standards goals to close long-standing equity and local achievement gaps.

Recommendation

That the Clay County School Board approve the purchase of 820 Lexia® English Language Development™ student subscriptions and the Lexia® English District Success Partnership- Platinum for supporting English language learners’ English language acquisition through evidence-based best practices through a blended learning instructional platform.

Financial Impact
For 12/10/2021-07/31/2024, the fiscal impact of the Lexia Lexia Core5® Reading and Lexia® PowerUp Literacy® Unlimited License with the Lexia® English District Success Partnership- Platinum will not exceed $160,446.00 from ESSER B.E.S.T. High-Quality Curriculum for Reading Project Award Funding.
