Approval of Resolution 19-12 Designating and Commissioning School Safety Officer and Establishing the School Board of Clay County, Florida Police Department
Description

The 2018 Marjory Stoneman Douglas High School Public Safety Act imposed upon all Florida public school districts numerous mandates and additional requirements to achieve greater safety for public school students and staff.  The School Board and Superintendent – in collaboration with numerous other community leaders and stakeholders – collectively explored avenues by which funding could be generated to meet such mandates without compromising the quality of instructional and other services provided by the District. Ultimately, a ballot measure/referendum was put to Clay County voters, a majority of whom approved an additional one (1) mill of ad valorem millage tax to provide an appropriate funding source.  

At its Regular meeting on February 7, 2019, the School Board approved an option which requires Clay County District Schools to hire a Chief of Police and to file the necessary paperwork with the Florida Department of Law Enforcement to create its own law enforcement agency.  This Resolution is required as part of the application for establishing a Police Department within the School Board of Clay County.

Gap Analysis

Funds generated by the additional one mill of ad valorem millage tax that was approved by voters in August 2018 will assist the District’s compliance with statutory safety and security mandates associated with the Marjory Stoneman Douglas High School Public Safety Act.

Expected Outcomes

The School Board will approve the  Resolution in order to proceed with the necessary application required by the Florida Department of Law Enforcement to create its own law enforcement agency.
