Title C11 - INVO Multidisciplinary Program to Address Childhood Trauma (IMPACT) Team
Description The IMPACT Team is designed to provide the requisite level of comprehensive wrap-around support services to students who are dealing with Adverse Childhood Experiences (ACEs): Emotional, Physical, and Sexual Abuse, Neglect, Parent Separation/Divorce, Witness to Domestic Violence, Mental Illness, Incarceration, Death of Family Members, Substance Abuse, and complications related to a life in poverty. Complete with Licensed Social Workers, Mental Health and Substance Abuse Counselors, and Behavior Analysts, the IMPACT Team provides the children with intense, regular support to eradicate or manage the abrraiers that impede academic progress and performance, and often lead to truancy and bahavior problems both in and out of school.
Gap Analysis This program is being targeted for a feeder pattern that includes three elementary schools, one junior high school, one high school, and an alternative school. In total, there are approximately 2,800 students and 300 faculty/staff across these schools, for which a target group of approximately 280 students and families will be supported by the program. This feeder pattern is located in some of the more economically depressed areas of the district, and contribute approximately 29% of the youth Baker Acts recorded for Clay County during the 2018-19 academic year thus far.
Previous Outcomes Through the strategic use of early warning systems, and the integration of social-emotional programming into traditional academic content, the District has experienced an overall increase in student academic achievement, and the strengthening of robust programming options that support students in crisis. Adverse Childhood Experiences (ACEs) are traumatic events experienced or witnessed by children and youth that can ultimately affect overall brain development and associated outcomes related to academic achievement, as well as related to a range of health problems throughout a person's lifespan. The IMPACT program measures ACEs when identifying students and families for participation and is expected to intervene early enough to minimize negative impacts. This first year in the program will be a baseline for the ACEs ratings.
Expected Outcomes It is expected that the IMPACT Team, in conjunction with carefully calobrated district resources, will result in fewer students disengaging from the learning process as evidenced through a reduction in absenteeism, suspensions, and academic failure.
Strategic Plan Goal Goal 3: Establish a respectful climate and culture that provides equity and access to all.
Recommendation It is recommended that the Clay County School Board approve this contract.
