Discussion and approval of the Attendance Boundary for Discovery Oaks Elementary School and revisions to area impacted existing Schools.

Gap Analysis

Discovery Oaks Elementary will open August, 2018.  As a result, attendance boundaries adjustments for POE/OVE/OLJH is required to ensure enrollment stability and sustainability for the community.  Safety considerations, current enrollment, future growth, neighborhood proximity, geographical balance, and transportation needs were the variables considered with the options presented.  A public meeting was advertised and conducted at OLJH on Tuesday, December 5th, 2017 at 6:00pm.  The superintendent presented Options 1 and 2 to the community for input and feedback, as well as, provided supporting rationale for his intent to recommend Option 1 to the School Board for approval consideration at the January school board meeting.  Option 1 is preferred due to meeting more of the district's goals for rezoning and remains the safest option which presents the least amount of disruption to impacted communities while minimizing transportation costs to the district.

Expected Outcomes

The expected outcomes of the rezoning are to:

  • Open Discovery Oaks with a sustainable student population and no relocatable classrooms
  • Reduce Enrollment at POE and OLJ
  • Realign the grade structure at POE, OVE and OLJ
  • Minimize disruption to all student/schools involved
  • Minimize busing and provide safe walk/bike routes to school
Strategic Plan Goal

Ensure effective management of the organization, operations and facilities to maximize the use of resources and promote a safe, efficient and effective environment for Clay County students.  SDCC educational facilities should provide top tier facilities that afford teachers and students the ability to reach their highest potential.

Recommendation

Grant request to advertise 21-day notice of Board's intent to adopt "Option 1" Attendance Boundary Plan following a public hearing at its regularly scheduled meeting on February 1, 2017.
