Description

The 2018 Marjory Stoneman Douglas High School Public Safety Act imposed upon all Florida public school districts numerous mandates and additional requirements to achieve greater safety for public school students and staff.  The School Board and Superintendent – in collaboration with numerous other community leaders and stakeholders – collectively explored avenues by which funding could be generated to meet such mandates without compromising the quality of instructional and other services provided by the District. Ultimately, a ballot measure/referendum was put to Clay County voters, a majority of whom approved an additional one (1) mill of ad valorem millage tax to provide an appropriate funding source.  The Board and Superintendent must now consider how such funds should be used to achieve greater safety for public schools in Clay County.

Discussion will include but need not be limited to:  

  1. What will be our plan to comply next year? (Contracts with CCSO end 9/30/19; GCSPD and OPPD end 6/30/19;  and our own SSO's are on a 188-day contract.)
  2. Will we stay with the current model of SSOs and with SRO agreement with local law enforcement agencies?
  3. Will we look at placing an SRO in every school?
  4. Will we look at doing so with current agencies?
  5. Will we consider doing this ourselves internally?
  6. What is the cost associated with each viable option?

Recommendation

For the School Board to set a workshop to take place on or before February 14, 2019, to discuss alternative proposals and plans for improving school safety and security through the use of funds generated by the additional one mill of ad valorem millage tax approved by Clay County voters in August 2018.

Financial Impact
