  • C1 Minutes of Workshop on June 15, 2021; Student Hearings and Regular Meeting on June 24, 2021 - no discussion;
  • C2 Personnel Consent Agenda - Mrs. Kerekes asked if the necessary number of bus drivers and custodians have been retained; Superintendent Broskie advised the positions are close to being filled in difficult circumstances and there may be a need to address the number of custodial allocations in the future;
  • C3 K-12 Academic Services Out of State and Overnight Student Travel - no discussion;
  • C4 Renewal of "Cooperative Agreement with the School Board of Clay County and Department of Juvenile Justice" - no discussion;
  • C5 2021-22 Dual Enrollment Articulation Agreement Between the School Board of Clay County and District Board of Trustees St. Johns River State College - no discussion;
  • C6 2021-22 Collegiate High School Contract Between the School Board of Clay County and District Board of Trustees of St. Johns River State College - Mr. Broskie noted a record number of 87 Associate degrees earned last year and Mrs. Bullock shared that 15 degrees were earned by high school students through Santa Fe College;
  • C7 Approval for the Purchase of i-Ready Math and Assessment Reading for the 2021-2022 School Year - no discussion; 
  • C8 Approval for the Purchase of Penda Learning for the 2021-2022 through 2022-2023, and 2023-2024 School Years - no discussion; 
  • C9 CTE Out of State and Overnight Field Trips - no discussion; 
  • C10 Safe Crisis Management Training for Exceptional Student Education Employees 2021-2022 - brief discussion to clarify that support assistants working with behaviorally challenged students receive this training;
  • C11 Mileage Paid to Parents and Group Homes - no discussion;
  • C12 EBS Healthcare Staffing Services Contract 21/22 - no discussion; 
  • C13 Alonzo Sign Language Interpreting - Independent Contractor Services Agreement 21/22 - no discussion; 
  • C14 Approval of Turnaround School Supplemental Service Allocation - brief discussion expressing the hope that the anticipated results expected within the week would result in this requirement becoming unnecessary in future;
  • C15 2021-2022 Clay County School Board Agreement with Flagler Health - brief discussion of this new contract that will work to ensure students requiring mental health services are connected to a provider in a timely manner, bridging gaps and leveraging organizations to connect students with necessary services;

  • C18 Approve Security and Response to Active Assailant Plan - items C18, C19, and C20 are required under statute and have associated confidential plans providing a basic framework subject to situation specifics; Mrs. Kerekes inquired into the method of communicating to parents, and Mr. Broskie shared that the district has a dedicated call line to dispense necessary information;
  • C19 Approve Clay County District School Family Reunification & Family Assistance Center Response Plan Final V.7 - see comments under item C18;
  • C20 Approve CCDS Family Reunification and Family Assistance Center Response Plan Final Position Specific Checklists - see comments under item C18;
  • C21 Approve Standardized "agreement" form to be used with reunification sites in the event of student/personnel emergency evacuation from school sites in the event of active assailant event or other mass casualty threat - Mrs. Kerekes asked if this standardized agreement would have to be brought back to the board as sites are engaged/utilized, and Mr. Bickner provided clarification that the superintendent would have the authority to contract with any of the identified sites;
  • C22 Approve the Agreement for Real-Time Access to School Surveillance Camera Footage between the Clay County Sheriff's Office and the School Board of Clay County to be used in the event of active assailant event or other mass casualty threat - no discussion;
  • C23 Change Order #1 for Middleburg High School Restroom Renovation - no discussion;
  • C24 Schematic (Phase I) Plans and Specifications for Middleburg High School Cafeteria Expansion - no discussion;
  • C25 Schematic (Phase I) Plans and Specifications for Elementary School "R" - clarification provided that the same design and size utilized in the design for Discovery Oaks Elementary would be used;

Minutes:

Mrs. Kerekes requested to know if the Battle of the Books program would be implemented this year.  Susan Gannon, District Media Specialist, is working to return this program for the upcoming school year.

Mrs. Bullock extended appreciation to those who attended and/or participated in the community meeting at Keystone Heights High School and gave a "shout out" to local athlete, Caeleb Dressel, competing in the Olympics.

Mr. Bickner advised the board that he will not be in attendance at the regular board meeting scheduled for August 5, 2021.
