Revisions to 2020-2021 Calendars: Student Calendar, Employee Work Calendar, and Payroll Calendars
Description

The District Calendar Committee, which is comprised of members who represent elementary and secondary school principals, district administrators, and Clay County Education Association (CCEA), developed a revised student calendar for the 2020-2021 school year to propose to the School Board. During a School Board workshop on July 14th for the reopening of schools for the 2020-2021 school year, the board asked the calendar committee to propose a student calendar that would begin the week of August 24th. This two week push in the student calendar would allow teachers and staff to train and prepare for the new innovative educational opportunities that are being offered during the 2020-2021 school year and to ensure extra supplies for the added safety and health protocols and procedures will be in place. 

In proposing a two week push to the student calendar, it would then affect the Employee Work and Payroll Calendars for the 2020-2021 school year. The adopted payroll calendar serves as the instrument for the reporting of employees for payroll purposes and therefore would need to be changed based on the revised student and employee calendars.

Gap Analysis

On July 6th, Richard Corcoran, Commissoner of Education, released an emergency order to DOE Order No. 2020-EO-06 that would waive the Florida statutes that require school districts to operate public schools for a minimum of 180 days, consistent with an approved reopening plan. The proposed student calendar for the 2020-2021 school year would operate on 175 instructional days but still meet the required 900 hours of instruction set forth by the DOE. 

Section V (5.04) of the School Board of Clay County rules states that the School Board shall annually adopt a payroll calendar for pay periods and paydays for the employees of the Board. Approval of a calendar is necessary to be in compliance with this rule.

Previous Outcomes

Prior years' Student Calendars, Employee Calendars, and Payroll Calendars were Board approved and posted on the district website.

Expected Outcomes

All student/employee calendars require School Board approval to establish school/work schedules for students and employees.

Recommendation

That the Clay County School Board will approve the recommended revised Student Calendar, Employee Calendar, and Payroll Calendars for the 2020-2021 school year.
