In past, the district has allowed outside (non-school district) organizations, including but not limited to the YMCA and Bricks 4Kidz, to offer before and/or after school programs for the benefit of district school-age children, using the school district’s facilities, at a non-uniform and discounted rate which was below the rate set for facility use. The reason was that the organizations offered “enrichment” programs which were an alternative to simple “daycare”.  The term “enrichment” was often misapplied to those programs. This agenda item proposes a uniform pricing plan for all before and/or after school enrichment programs. The proposed cost structure is higher than it has been in the past but is still considerably lower than the standard use of facilities cost.

Approval of the Uniform Pricing structure " before and/or after school enrichment” programs will uniformly decrease the loss of revenues by the school district for certain facilities use and upgrade the accountability of certain programs which seek to use school district facilities during the regular school year at a reduced rate.

None.  The issue of the uniform rate structure for the before and/or after school enrichment programs has not previously been entertained by the Board. The Board recently approved the uniform pricing for the summer enrichment programs.

It is expected that the School Board will approve the use of Uniform Pricing, which will be applied to all enrichment programs seeking to use district facilities for before and/or after school programs, thereby resulting in rental revenue increases and improved quality of these programs offered by outside organizations.
