In past, the district has allowed outside (non-school district) organizations, including but not limited to the YMCA and Bright Minds, to offer summer programs for the benefit of district school-age children, using the school district’s facilities, at a non-uniform and discounted rate which was below the rate set for facility use. The reason was that the organizations offered “enrichment” programs (an undefined term) which were an alternative to simple “daycare” The term “enrichment” was often misapplied to those programs. This agenda item proposes a uniform pricing plan for all summer enrichment programs and also provides a uniform definition of “enrichment programs” both of which will be applied uniformly to all organizations seeking to use district facilities for summer programs at a discount. The proposed cost structure is significantly higher than it has been in the past but is still lower than the standard use of facilities cost.

Approval of the Uniform Pricing structure and Uniform Definition of all summer “enrichment” programs will uniformly decrease the loss of revenues by the school district for certain facilities use and upgrade the accountability of certain programs which seek to use school district facilities during the summer at a reduced rate.

None.  The issue of uniform rate structure for enrichment programs has not previously been entertained by the Board. 

It is expected that the School Board will approve the use of Uniform Pricing and Uniform Definition for Enrichment Programs, which will be applied to all programs seeking to use district facilities for summer programs, thereby resulting in rental revenue increases and improved quality of summer programs offered by outside organizations.
