Description

The process to appoint a Construction Manager At-Risk is in accordance with the State Requirements for Educational Facilities (SREF), Florida Statutes and Board Policy.

Gap Analysis

With Construction Manger At-Risk, the district benefits by having the contractor available during the design process to validate cost estimates and value engineer design details, which in turn streamline the construction schedule.  

Previous Outcomes

The district limits the risk of cost overruns beyond a guaranteed maximum price (GMP).

Recommendation

Appoint the top ranked company, Thomas May ConstructionCompany, as Construction Manager At-Risk for the construction services for the AICE Testing Facility at Fleming Island High School at a fee not to exceed .25% for preconstruction services and 4.0% for construction services.

Financial Impact
The District’s estimated construction cost is $850,000.00. The fee for Construction Manager At-Risk (.25% preconstruction; 4.5% construction services) will be based upon the GMP (Guaranteed Maximum Price) or final cost for the AICE Testing Facility at Fleming Island High School. This is a school initiated project that will be fully funded through the AICE Program. There is no financial impact to the District.
