C3 - Complete Salary Schedule 2022-2023
Description

Florida Statutes 1012.22 and 1012.27 require the district school board and superintendent to adopt a salary schedule to be used as a basis for paying school district employees.

Agreements with both CCEA and CESPA have been ratified by all parties.   The attached document represents those agreements along with the Administrative/Management/Supervisory/Confidential Section, Miscellaneous, and Travel to complete the Salary Schedule for 2022-2023.  The document is routinely updated as changes occur.

The CCEA compensation increase includes funding by the state through the Teacher Salary Increase Allocation (TSIA) and through district contributions.  The Board approved raising the minimum base salary from $47,500.00 to $48,250.00.  Performance Pay will be paid to all annual contract employees with a final 2021-2022 Clay County Evaluation in the amounts of: Highly Effective - $1,250.00 and Effective - $937.50.  Professional Service Contract teachers will receive Performance Pay in the amount of $1,000.00.  A one-time  Workforce Stabilization Bonus of $1,150.00 will be given to all instructional employees with a final 2021-2022 Clay County evaluation.  The District will implement an Instructional Mentor Knowledge supplement to veteran non-probationary teachers for their expertise, instructional knowledge and mentoring of teachers with less experience.  The total cost for this compensation package is approximately $8,240,022.00, with $2,700,000.00 being funded through TSIA.  The one-time Workforce Stabilization Bonus will be paid through American Relief Plan funds, approximately $3,103,603.00.

The CESPA compensation increase provided an hourly increase of $0.50 for all support personnel, including Confidential Employees and School Guardians, for the 2022-2023 school year.  The District moved all support positions banded and graded at A11 and A12 to A13.  The District also increased starting pay for support pay assignments to $15.00 per hour, per the New Florida Minimum Wage Law.  The District added an additional $1.65 per hour salary increase to Table II E Special Compensation - Maintenance Trade Skill Workers.  All support personnel employed at the time of contract ratification will receive a one-time Workforce Stabilization scaled Bonus.  The total cost for this compensation package is approximately $6,635,253.00 with the one-time Workforce Stabilization Bonus being paid through American Relief Plan funds at a cost of approximately $2,356,670.00.

The administrative salary adjustment for the 2022-2023 school year is equivalent to 2.47% increase for school-based administration, district administration, and cafeteria managers, who have a 2021-2022 final evaluation.  The starting base index is raised from $40,500.00 to $41,500.00. The District total contribution for administrative salary increases, including benefits, is approximately $527,460.00.  Administrative personnel, who have a 2021-2022 final evaluation, will receive a one-time Workforce Stabilization scaled Bonus, with an approximate cost of $383,000.00.

Gap Analysis

Annual approval of Salary Schedules are required pursuant to section F.S. 1011.60(4).

 

Previous Outcomes

Collective Bargaining agreement with both CESPA ratified on September 1, 2022 and CCEA ratified on Ocotober 6, 2022.  The Complete Salary Schedule was last brought to the Board on February 3, 2022.
