C-34 (Bolla) Receive Timelines for the Implementation of School Concurrency

Issue/Rationale

With the enactment of Senate Bill 360, school concurrency became mandatory for local governments.  Clay County and each of its municipalities, excluding the Town of Penney Farms, are required to adopt a Public School Facilities Element and amendments to the Intergovernmental Coordination Element and Capital Improvements Element and update the existing public school interlocal agreement no later than May 1, 2008.  In order to coordinate the development, review and adoption of each of the local government’s required documents, the attached tentative adoption schedule has been created. All efforts will be made to adhere to the earliest implementation track.

 

In Clay County, implementation of school concurrency will be completed in the following phases:

Phase I –       Update the Interlocal Agreement for Public Schools;

Phase II –      Each local government will develop and adopt a Public School Facilities Element and amendments to the Intergovernmental Coordination Element and Capital Improvements Element; and,

Phase III –    Amend land development regulations to fully implement school concurrency. 



Recommended Action

Receive the timeline for the implementation of School Concurrency.
