Recognize Victoria Waltrip as winner of the State SkillsUSA Championship for HVAC (Paul Parker)

Issue/Rationale
Victoria is a senior at Ridgeview High School.  She was the state winner of the SkillsUSA Championship for Heating Ventilation & Air Conditioning.  She and her instructor will travel to Kansas City, Missouri for the National Championship on June 24th.
