Description

Award RFP as required per FS 287, DOE 6A-1.012 and School Board Policy

Health Insurance/Self-Insurance Administrative Services (ASO) Contract/RFP Contract/RFP #25-BA-131 Award: Contract Period is for a five (5) year period from October 1, 2025 through September 30, 2030 with the option to renew for additional contract period(s), upon mutual agreement by all parties, in writing.

Request For Proposal (RFP) established for the purchase of Self-Insured Medical Administrative Services Only, including but not limited to, General Account Management Services (Claim Adjudication, Financial Accounting Reports, Installation Services, Banking, Drafting, Plan Set-up and Maintenance, Eligibility / Enrollment, ID card production and fulfillment, SBC and SPD creation), Management Information Reporting (Standard Claims Management Reports, Ad Hoc Reporting), Managed Care Networks, Claims Management (large claim management to identify upcoded, unbundled, fragmented claims, excess charges and overutilization by providers), Utilization, Case and Disease Management, Wellness Platform, Fiduciary Management , Coordination and integration with HRIS eligibility feed (Business Plus and BenefitFocus), Compliance items as required by federal and state laws, FSA and HSA Administration Options, Integration with carved-out gene therapy insurance policy, Integration capabilities with carved-out diabetes management program, or own diabetes management program.

The District received four (4) proposals (Meritain Health-Aetna, Cigna Healthcare, Blue Cross and Blue Shield of Florida, and United Healthcare) which were individually evaluated by the nine (9) members on the Insurance Committee/RFP Selection Committee using the evaluation criteria listed in the RFP. The Bailey Group evaluated all four (4) proposals by criteria, prepared a report and gave an overview to the Committee at the preliminary ranking meeting. Committee preliminary rankings were tallied and the Committee elected to have Finalist Interviews from the three (3) highest proposals (Cigna Healthcare, Blue Cross and Blue Shield of Florida, and United Healthcare). The Finalist Interviews were held, Committee final rankings were tallied and provided to the Committee Chair. After review by District staff, the intent to award RFP to United Healthcare and/or Blue Cross and Blue Shield of Florida, the two (2) highest qualified Contractors was posted.

Gap Analysis

The District requires vendor(s) to provide services and products to ensure our staff receive the services, and or products to meet their needs.

Previous Outcomes

Prior Board approved contract will expire but it was used successfully during the past terms to provide quality services and products to the district. No prior RFPs for Self-Insured Medical Administration Services Only have been awarded since the District became Self-Insured.

Expected Outcomes

Upon approval by the Board, we expect the vendor(s) to provide quality services and products at the terms and conditions listed in the Contract/RFP.

Strategic Plan Goal

Goal 5; Strategy 5.4; Enhance fiscal practices that enable the district to maximize effectiveness and efficiency.

Recommendation

The School Board shall select a Contractor that demonstrates, in the District’s opinion, the highest degree of compliance with the criteria specified in the RFP. The School Board authorizes the School Board Chair and/or the Superintendent to finalize the written Contract.
