School Board of Clay County
April 4, 2019 - Regular School Board Meeting
Title
C10 - Approval of the Clay County District Schools Instructional Materials Plan
Description

Florida State Statute 1006.283 requires all school districts to adopt an instructional materials plan that identifies instructional materials to be used by the district. The attached required plan addresses the relevant questions defined by statute while providing an overview of the steps taken to fulfill the adoption process.

Gap Analysis

The Florida Department of Education recently revised the state adoption cycle. This timeline revision will suspend the math adoption by three years and delay the ELA adoption an additional year. The Instructional Materials plan will reflect the new timeline outlined by the FLDOE.

Previous Outcomes

Please see the attachment to the item which summarizes when the state’s required date of adoption took place and when the district did or will adopt. Also included is a breakdown of Tier 1-3 materials for each subject area.

Expected Outcomes

The instructional materials plan provides a three-year adoption process based on the adoption cycle established by the Florida Department of Education. The process will ensure all materials have digital content, align with the Florida State Standards, and are able to be maintained based upon losses and growth. District and school-level personnel will be better equipped and prepared to meet the established targets and raise student achievement with materials aligned to the standards.

Strategic Plan Goal
  • Goal 2: Improve management of district-wide operations and facilities.
  • Strategy 2.4: Ensure effective and efficient use of resources for fiscal stability.

Recommendation

That the Clay County School Board adopt the Instructional Materials Plan for 2018 through 2021.

Financial Impact
The total fiscal impact for the 2019-20 school year is approximately $3.1 million and will remain relatively consistent or be reduced in 2020-21 based on the appropriations by the state and actual costs of the materials adopted.
