The Clay County Board approved the use of a building substitute for each school to be on campus daily.  This substitute is used to ensure instruction continues on a daily basis when teachers are absent for personal reasons and also for the purpose of valuable data meetings, IEPs, and professional development. The pay for a building sub, to ensure their commitment will be $125 a day.  The pay, during COVID times was $150 a day, the same pay as a long term substitute.  A building substitute is not responsible for lesson planning or student grades.  The pay does not warrant the same pay as a long term substitute.  This will be in effect for the 2023-2024 school year.  

As the provider of staffing services, Kelly Services shall be the employer of Assigned Employees and shall be responsible for the staffing services listed: recruit, interview, select, and hire Assigned Employees; place Assigned Employees according to SDCC requirements; pay Assigned Employees their wages and provide them the benefits that Kelly Services offers to them as Kelly Services Employees; pay insurance premiums (e.g. Medicare), withhold payroll taxes (e.g. FICA) and fulfill its obligations for unemployment compensation; provide workers compensation benefits; and maintain Assigned Employees personnel and payroll records related to their employment by Kelly Services.  

The Agreement was Board approved June 30, 2022 and has been used successfully to provide quality substitutes to the district.

Upon approval by the Board, we expect Kelly Services to continue providing quality substitutes.

Ensure fiscal responsibility through the effective management of district operations in an effort to maximize available resources necessary to provide an environment that is safe, efficient, and
conducive to learning.

Approve the amendment to the original Kelly Services Contract, which adds additional funding for substitute services for the District.
