Description

The School Board of Clay County previously approved a foundational Student Teaching Affiliation Agreement with St. Johns River State College (SJRSC) on September 4, 2025, to allow college students to participate in internships, practicums, and observations under the direction of certified educators. This addendum updates and supplements that agreement by establishing explicit qualification requirements for personnel involved. Specifically, it mandates that SJRSC college supervisors hold valid Florida Professional Certificates, Reading Endorsements, and demonstrate annual experience in P-12 school settings. Additionally, it clarifies that District supervising teachers must possess a valid professional certificate, have at least three years of teaching experience, complete specialized clinical supervision training, and have earned an effective or highly effective performance rating. The addendum also outlines protocols for verifying these qualifications, handling qualification changes, and permits teacher candidates to video record their own instruction for educational and program evaluation purposes following appropriate parental consent.

Gap Analysis

Without this addendum, the District's agreement with SJRSC would lack updated, explicit personnel qualification standards and verification protocols, potentially impacting statutory compliance and the precise alignment of observer roles with clinical education benchmarks.

Previous Outcomes

The School Board approved the primary renewal contract (Contract #260008) during the September 4, 2025, regular meeting. That foundational agreement established the general partnership framework through July 31, 2028.

Expected Outcomes

Approval will ensure that all supervising teachers and college supervisors meet required qualification frameworks, thereby protecting the quality of instruction and field preparation. It also safely facilitates required video evaluations for teacher candidates while strictly protecting student privacy.
