Establish a Substantial and Final Completion date for audit purposes, and as required by the State Requirements for Educational Facilities and Florida Statutes.  The project, as determined by the Project Manager and Project Architect, has reached Substantial Completion in accordance with the project documents on September 29, 2016 and Final Completion on October 29, 2016.
