Minutes: Due to the number of attendees, the meeting was moved across the street to the Professional Development Center. Superintendent Davis began by reviewing options for security in schools as depicted in a handout he distributed. (See attached) The options included costs, funding sources, and the savings or deficit for each option. Only one option resulted in savings to the district by participating in the Guardian Program which the Board was not in favor of. The Board opted for Option 1 to place Clay County Sheriff Officers in all schools at a deficit of $1,299,000. Lengthy Board discussion followed, in which Superintendent Davis and Sheriff Darryl Daniels provided input and answers to questions. Discussion included the pros and cons of participating in the Guardian Program and who should be responsible for the Operating and Capital Outlay costs associated with putting 44 Clay County Sheriff Deputies in all schools. The Board also discussed the option of placing a referendum on the ballot whereby the electors within Clay County could vote on an additional millage tax. Public comments were heard from Renna Lee Paiva who expressed frustration over the unfunded mandate. Final consensus of the Board was to add two items to the May 3rd Regular meeting agenda: 1) to authorize the Superintendent to negotiate a contract with the Clay County Sheriff's Office for placement of 44 SRO's in Clay County District Schools; and, 2) to consider a Resolution to place a referendum on the August 2018 ballot pertaining to a millage increase. |
