D6 - Approve Contract for a Charter School replication by St. Johns Classical Academy, Inc, which replication is to be the Lake Asbury Campus
Description

St. Johns Classical Academy (“SJCA”) is a charter school located on State Road 220 in Fleming Island, Clay County, Florida. It has been awarded a status of “High Performing Charter School,” which designation brings certain rights to expansion of the school, which rights may include replication. Pursuant to Florida Statute 1002.332(2)(b) a high-performing charter school system may replicate its high-performing charter schools in any school district in the state. The applicant must submit an application pursuant to F.S.1002.33(6) using the standard application form prepared by the Department of Education. SJCA submitted its application to replicate its school, thereby adding a Lake Asbury campus. The application was revised by agreement and ultimately was approve by this Board on June 2, 2022. Subsequently the parties have agreed to the terms of a Charter (Contract) which must be approved by both Boards after which the school may proceed with establishing the replicated campus. The Lake Asbury Campus is scheduled to open for the 2023-2024 school year with a capacity of approximately 1,000 students. The proposed Contract is for five (5) years from July 1, 2023 through June 30, 2028. The school will serve grades K through 12 and will be located at 1450 Russell Road, Green Cove Springs, Florida.

Previous Outcomes

There has never previously been a replication of any charter school in this county. The parent school was approved by the School Board in 2017 and has consistently been determined to be high performing.

Expected Outcomes

Approval of this item will allow SJCA to proceed with the replication of its existing charter school with the establishment of the Lake Asbury Campus. The replication school will be substantially similar to the SJCA at Fleming Island.

Financial Impact
Undetermined, however there will be a financial impact upon the opening of the Lake Asbury campus and the migration of students to that school. The financial impact will be determined by the utilization/population of that student body.
