An incident at a Clay County school that causes mass fatalities and/or mass casualties will require a coordinated effort to aid survivors, families and loved ones using resources and multiple agencies from Clay County and several other jurisdictions. This Reunification Plan addresses the recruiting and response aspects of implementing a Family Reunification Center (FRC) and deploying a Family Assistance Center (FAC) team and setting up an FAC to implement the family assistance process post-incident or post-disaster. This document identifies an incident command-based organizational structure, direction and control, staffing, planning processes, preparedness activities, public information, authorities and references and appendices to assist FRC staff, and lists essential services that may be offered in an FAC.
