C6 - Complete Salary Schedule 2023-2024
Description

Florida Statutes 1012.22 and 1012.27 require the district school board and superintendent to adopt a salary schedule to be used as a basis for paying school district employees.

Agreements with both CCEA and CESPA have been ratified by all parties.   The attached document represents those agreements along with the Administrative/Management/Supervisory/Confidential Section, Miscellaneous, and Travel to complete the Salary Schedule for 2023-2024.  The document is routinely updated as changes occur.

The CCEA compensation increase includes funding by the state through the Teacher Growth Allocation Salary Increase (former TSIA) and through district contributions.  All teachers will share in a percentage of the Teacher Growth Allocation Salary Increase funds. Performance Pay will be paid to all annual contract employees with a final 2022-2023 Clay County Evaluation in the amounts of: Highly Effective - $625.00 and Effective - $468.75.  Professional Service Contract teachers will receive additional base salary increase in the amount of $500.00.  The total cost for this compensation package is approximately $4,987,700.00, with $2,994,000.00 being funded through Teacher Growth Allocation Salary Increase.  

The CESPA compensation increase provided an hourly increase of $1.00 for all support personnel,  support employees in the compressed areas will receive $0.10 to $.90 for the 2023-2024 school year.  The District added an additional $1.40 per hour salary increase to Table II F Special Compensation - Technical Specialists.  The District increased the starting salary schedule for Bus Drivers, created a new placement schedule and new hires may be awarded up to 10 years of verified driving experience.  The District reclassified Records Secretaries and ESE Secretaries from B21 to B22 due to increased responsiblity and workload.  The total cost for this compensation package is approximately $2,519,000.00.

The administrative salary adjustment for the 2023-2024 school year is equivalent to 3.00% increase for school-based administration, district administration, and cafeteria managers, who have a 2022-2023 final evaluation.  The starting base index is raised from $41,500.00 to $42,750.00.  The District total contribution for administrative salary increases, including benefits, is approximately $689,000.00.  

Gap Analysis

Annual approval of Salary Schedules are required pursuant to section F.S. 1011.60(4).

 

Previous Outcomes

Collective Bargaining agreement with both CESPA ratified on December 11, 2023 and CCEA ratified on December 18, 2023.  The Complete Salary Schedule was last brought to the Board on November 3, 2022.
