C30 - Five-Year Educational Plant Survey (2026)
Description

Pursuant to Florida Statute § 1013.31 and the State Requirements for Educational Facilities (SREF), the District must update its Educational Plant Survey every five years. This systematic study evaluates existing facilities against the Florida Department of Education’s (FDOE) projected student enrollment to formally identify remodeling, renovation, and new construction needs. The resulting five-year framework guides the development of capital plans and budgets required to safely house the District’s students and staff. Furthermore, a valid, state-approved survey is a strict legal requirement to ensure all current and anticipated project expenditures are eligible for state-funded capital expenditures. The Florida Department of Education has pre-approved the survey and recommended final Board approval.

 

Gap Analysis

No action would result in the district being out of compliance with Florida Department of Education requirements.

Previous Outcomes

The School Board approved the previous Five-Year Educational Plant Survey in June 2021.

Expected Outcomes

It is expected the Board will approve the 2026 Five-Year Educational Plant Survey.

Ensure fiscal responsibility through the effective management of district operations in an effort to maximize available resources necessary to provide an environment that is safe, efficient, and conducive to learning.

Recommendation

Approve the 2026 Five-Year Educational Plant Survey as submitted.
