Title C29 - Approval to Participate in Florida Department of Education's Wireless Communication Pilot Program (SB 1470) | ||
Description The board will consider a proposal for Clay County High Schools to participate in the State of Florida's pilot program to ban cell phone use from first bell to last bell. This initiative aims to improve academic outcomes while lessening discipline issues in schools related to cell phones. If fully funded and approved, all county high schools would implement a cell phone-free environment using Yondr pouches, where students secure their devices upon arrival and unlock them upon dismissal. Students would not be able to access their phones in the Yondr pouch during the school day, but they would retain possession of the phone in the pouch throughout the day.

Gap Analysis Currently, we have a wireless communication ban at the high school level (outside of student lunch time). We spend many administrative and teaching hours attempting to enforce it. This program would provide a tool to assist teachers and administrators with enforcing the ban.

Previous Outcomes At the high school level, a cell phone ban was in place last year with the exception of a provision that allowed for their use during student lunchtime. Participation in this program would require a revision of board policy to reflect bell-to-bell ban of cell phones in all schools.

Expected Outcomes Eliminates the use of cell phones during the high school day. Part of participation mandates that we provide academic and behavioral data to the FLDOE to judge the effectiveness of the pilot program.

Financial Impact Pilot is fully funded by FLDOE. If we choose to participate after the one-year pilot (or expand to junior high schools), there will be a recurring cost (current price: $30/pouch). | ||
