C33 - Revision to Education Facilities Plan 2016 -2017
Description

The Educational Facilities Plan is developed, reviewed and approved by the School Board each fiscal year.  The Plan establishes a systematic approach to educational facility maintenance, renovation, repair and new construction to meet the needs of the District.  The Educational Plant Survey provides a major input to the development of the Educational Facilities Plan.  The Board amended the Educational Plant Survey with a Spot Survey during the February Board meeting, necessitating this revision of the Educational Facilities Plan.

Gap Analysis:

The Board amended the Educational Plant Survey via approval of the Spot Survey at the February 2017 meeting. The Spot Survey to the Educational Plant Survey included recommendations for major revisions concerning how portable classrooms are classified and reported at the elementary school level.  This impacts overall school capacity calculations resulting in several recommended renovation and new construction projects.  As a result, the current Educational Facilities plan must be updated.

Previous Outcomes:

The current Educational Facilities Plan does not reflect the changes and recommendations of the most recent Spot Survey approved by the Board which requires a revision of the Educational Facilities Plan.  

Expected Outcomes:

Revision of the Educational Facilities Plan will incorporate recommended changes from the Spot Survey as it relates to construction projects and revised school capacity.  This revision will reflect the addition of Elementary School “Y” in our Educational Facilities Plan.

Ensure effective management of the organization, operations and facilities to maximize the use of resources; and promote a safe, efficient and effective learning environment for Clay County students.

Recommendation

Approve the revision to the Educational Facilities Plan 2016-2017.

Financial Impact
Overall funding required will remain within the limits previously established for LCIF and Impact Fee revenues. Certain non-essential, but previously planned, projects will be delayed. All essential projects will be completed as scheduled and will not be impacted by this revision to the Educational Facilities Plan.
