Title D3 - Transition the current district’s fully insured health insurance plan to a self-insured program for the 2022-2023 plan year
Description The Clay County School Board currently offers a fully insured medical plan to all eligible employees and retirees. The self-insured presentation demonstrates how the School Board would be better off self-insured versus fully insured. The document shows potential savings and more flexibility in the medical plan designs.
Gap Analysis A fully-insured health plan allows the employer to pay a negotiated fixed premium to the insurance carrier to cover the employees' claims regardless of the value of the claims. In contrast, the district will assume all financial risk for Section 125 medical insurance. The District along with the employees' deductions, will fund the District’s self-insurance fund for health insurance.
Previous Outcomes The Board has maintained an Employee Benefits package that has complied with Florida Statutes and the Affordable Care Act, based on the Insurance Committee's recommendations.
Expected Outcomes The Board to approve the district to convert from a fully insured health insurance plan to a self-insured plan for the 2022-2023 plan year.
Strategic Plan Goal Goal 2: Strategy 2.4: Ensure effective and efficient use of resources for fiscal stability.
Recommendation Approve the district to convert from a fully insured health insurance plan to a self-insured plan for the 2022-2023 plan year.
