C23 - Supplemental Spot Survey Number 7 Version 5 to the Current Educational Plant Survey
Description

A spot survey is required by the Department of Education when any change/addition or deletion is made to a school facility.  The FDOE approves the spot survey and subsequently, the Board has final approval.  Florida Statute 1013.21 states that “…student stations in relocatable facilities exceeding 20 years of age and in use by the school district during the 1998-1999 fiscal year shall be removed…”.  The original statute was written in 1998, however this statute remains in force.  In addition, portable reduction is a Clay County School Board initiative.

Gap Analysis

Failure to approve the Supplemental Spot Survey 7.5 will halt or delay identification, removal from service, and elimination of portable classrooms when funding is allocated.

Previous Outcomes

The School Board has approved educational plant supplemental spot surveys in the past.

Expected Outcomes

It is expected the School Board will approve the supplemental spot survey.

Recommendation

Approve the supplemental spot survey to identify and remove portables over 20 years of age from service in preparation for elimination.
