This is an approval for the advertisement and notice of public hearing of the policy amendment for School Board Policy 1.14, Sales Surtax Citizens Advisory Committee. The Citizens Advisory Committee meets quarterly to provide oversight to the EdFIRST half-cent sales tax.  Over the past year, there have been  several scheduled meetings in which a quorum was not present.  If a quorum is not present, another three months must pass before any business can be conducted, provided a quorum is present for the next meeting.  This can be alleviated by amending some of the restrictive language defining what constitutes a quorum and which members may vote.  The policy changes allow a quorum for any six members, regardless of the district they represent.  In addition, Alternates may assume the duties and vote if no members of their district are present.  Finally, members may attend remotely.  However, if attending remotely, a member may not vote and is not counted towards the quorum.  

Failure to approve the  Advertisement and Notice of Public Hearing on amendments to School Board Policy 1.14, Sales Surtax Citizens Advisory Committee,  may result in continued failure to conduct business due lack of a quorum at Citizens Advisory Committee meetings.

The Clay County School Board has approved several Policy Advertisements for amendments in the past.
