The Turnaround Option Plan - Step 2 for Charles E Bennett Elementary documents a needs assessment that uses quantitative and qualitative data to identify the needs of the school, including needs identified by families and the community. The summary of the needs assessment addresses points of strength and opportunities for growth for Charles E Bennet and the District in each of these three domains:

1.    Accountable and Shared Leadership
2.    Standards-based Instruction and Learning (for student and adult learners)
3.    Positive Culture and Environment

The plan provides information about its systems that support school leadership teams to implement turnaround interventions, including the following: alignment and allocation of support and resources, policies and practices, governance systems for review and monitoring. Additionally, the plan provides information about its systems to ensure the school has an effective administrator capable of leading the turnaround efforts, including desired experience and competencies, recruitment and retention incentives and operational flexibility. It also includes information about its systems to ensure the school has effective educators capable of improving student achievement, including priority in hiring, recruitment and retention incentives and professional development and coaching support provided by the district.

Without the submission of the TOP-2 to the FLDOE, the District would be out compliance with the requirement set forth by the Differentiate Accountability rules. 

This is the first turnaround plan to be submitted for Charles E Bennett Elementary School.

It is expected the Bureau of School Improvement and the District will be collaborative partners to support continuous improvement and improved outcomes for all students by:

• Providing monitoring and support to Charles E Bennett
• Building positive relationships, effective communication, and a growth mindset among all stakeholders
• Supporting an equitable learning environment focused on improving student outcomes and closing the achievement gap
• Coaching for standards-aligned learning and evidence-based interventions
• Utilizing various data for purposeful planning and problem solving

Goal 1: Develop a High Quality & Aligned Instructional System                
Strategy 1.1 Provide teachers and students with the tools and resources necessary to meet the demands of the Florida Standards and students' individual needs.
