Description

Continue the established Memorandum of Understanding between The School Board of Clay County and Episcopal Children’s Services Head Start/Early Head Start to serve eligible preschool children required by federal and state laws.  

Gap Analysis

Head Start services for preschool eligible preschool children in Clay County are provided through Episcopal Children’s Services.  Among the children enrolled in the Clay County Head Start sites are students with disabilities.  Preschool services to students with disabilities are required under the Individuals with Disabilities Education Act (IDEA).  Additionally, the district is required under IDEA to identify any potential students with disabilities (Child Find).

 

Previous Outcomes

A memorandum of understanding has been in place to serve eligible preschool Head Start students has existed since at least 2005.  

Expected Outcomes

Clay County personnel will provide consultation services, technical assistance, professional development and Child Find screenings for Episcopal Children’s Services Head Start staff and eligible students.  Eligible Head Start students with disabilities will receive a Free Appropriate Public Education in the least restrictive environment, as required under IDEA.

Financial Impact
The district will earn FTE for the services provided. Existing personnel will serve the Head Start sites to provide services. Head Start will provide round-trip transportation to schools for therapy services, as needed.
