Description

As required by State and Federal Law, the Clay County School Board offers insurance benefits to all eligible employees and retirees annually. The Insurance Benefit Renewal document outlines the renewal process for all employee benefits for the 2024-2025 plan year (October 1, 2024 - September 30, 2025).

Gap Analysis

In conjunction with the Third-party administrator, the District and Insurance Coordinator met with all relevant vendors to negotiate 2024-2025 employee benefit renewals. National Financial Partners (NFP) certified actuaries and the Bailey group presented a 6.2% increase and no plan design changes after reviewing claims and analyzing the cost of the plan. Lincoln, our life and disability carrier, offered a flat renewal with no plan design changes and a rate hold through September 30, 2025.  AFLAC, our voluntary workplace vendor, renewed with no increase in premiums and no plan design changes. Humana, our vision carrier, offered a flat renewal and no plan design changes. Dental with United Health renewed with a rate guarantee through September 30, 2026.  The medical gap was replaced with hospital indemnity, and AFLAC was unanimously chosen as our 2024-2025 provider. 

 

Previous Outcomes

Employee Benefits are part of the collective bargaining process and are negotiated annually through the District Insurance Committee. Based on the Insurance Committee's recommendations, the Board has maintained an Employee Benefits package that has complied with Florida Statutes and the Affordable Care Act.

Expected Outcomes

The Board is to approve the Employee Benefits Package per the Insurance Committee's recommendation. The district will continue to maintain a fully insured Employee Benefits Package as required by Florida Statutes and The Affordable Care Act.

Recommendation

The Clay County School Board approves the renewal of Plan A Medical, Hospital Indemnity plan, Group Term Life & AD&D, Supplemental Life & AD&D, Short and Long Term Disability, Dental, Vision, Accident and Injury Policy, Critical Illness, Whole Life, Flexible Spending Account, Health Savings Account and Plan B Coverages (Employees with no Medical Insurance), for the plan year October 1, 2024, through September 30, 2025.

 All per-pay period rates are subject to collective bargaining.

Financial Impact
Medical Health and Pharmacy is renewing with a 6.2% increase. AFLAC, Kemper, and Lincoln are renewing at no increase over the current cost and with no plan design changes. United Healthcare Dental and Humana Vision are renewing with savings as described in the above chart. All per-pay period rates are subject to collective bargaining.
