D6 - Public Hearing to Approve as Advertised Adoption of K-5 English Language Arts, K-4 Mathematics Intervention, and 9-12 Personal Financial Literacy and Money Management
Description

On January 3rd, the Pre-selection Adoption Committees which included teacher representatives from each impacted subject area and parents vetted materials for the considered courses using a comprehensive rubric that aligned curricula to materials for K-5 English Language Arts (ELA), K-4 Mathematics Intervention, and 9-12 Personal Finance and Money Management (PFIN). The committees thoroughly reviewed all available curriculum options from the state adoption list. The teams worked to apply rigorous alignment criteria using evaluation tools provided by the Instructional Resources Department and District Curriculum Specialists to each selection to determine the top products that would best meet the needs of the students of Clay County. 

To finalize the vetting process, all impacted teachers were asked to provide feedback about the top choices and the ability of each to meet the needs of their students.  All feedback from specialists, coaches, teachers, and parents were then provided to the District Committee for their review and recommendation.

The top products selected for each subject are posted on the Instructional Resources page of the District’s website. The public is encouraged to view the products and express their individual comments and/or concerns about each one. 

Florida State Statute 1006.283 requires an open, noticed school board hearing to receive public comment on the recommended instructional materials. The publication of  notice allows CCDS to meet this requirement

Gap Analysis

K-5 English Language Arts materials were previously adopted in 2020. Section (s.) 1001.215, Florida Statutes (F.S.), Just Read, Florida! Office, Requires the primary instructional strategy for teaching word reading to be phonics instruction for decoding and encoding. Identified reading instructional and intervention programs for foundational skills may not include strategies that employ the three-cueing system model of reading or visual memory as a basis for teaching word reading. Such programs may include visual information and strategies that improve background and experiential knowledge, add context and increase oral language and vocabulary to support comprehension, but may not be used to teach word reading. As a result of these provisions, the Commissioner has found that the K-12 ELA adoption cycle requires more frequent revisions than envisioned in the 2020-2021 adoption cycle. House Bill 7039 from the 2023 legislative session requires a state examined and approved list of mathematics intervention programs, curricula and high-quality supplemental materials that may be used to improve a student’s mathematics deficiencies. Senate Bill 1054 from 2022 legislative session amended Sections (s.) 1003.41 and 1003.4282, Florida Statutes (F.S.) requiring that students entering grade 9 in the 2023-2024 school year and thereafter earn one-half credit in personal financial literacy and money management. As such, the Department determined that requirements for courses that meet this statute are not reflected in currently adopted materials from the 2022-2023 social studies instructional materials adoption.

Previous Outcomes

Statute requires a district to adopt within five years of the State’s adoption year.  F.S. 1006.283 Requires a public hearing to be posted in a publication 20 calendar days prior to the event in order for the public to be made fully aware of the District’s intentions.

Expected Outcomes

These materials would provide the teachers of Clay County current, quality, and aligned materials to enable them the ability to deliver and plan engaging lessons, and provide students with the resources to maximize learning and increase student outcomes.

Recommendation

It is recommended that the School Board approve the adoption of K-5 English Language Arts, K-4 Mathematics Intervention, and 9-12 Personal Financial Literacy and Money Management materials.
